Accessibility self-check (EAA)

Must our e-shop or service meet accessibility requirements (EAA)?

Questionnaire

Answer yes / no / not sure. The result appears immediately, no sign-up.

  1. Do you sell goods or provide services to consumers, i.e. end customers (B2C)?

A consumer is a person who buys outside their own business. If you sell exclusively to businesses (B2B), answer “no”.

  2. Do you run an online shop or another e-commerce service (selling via a website or mobile app)?

An e-commerce service means concluding contracts with consumers at a distance via a website or app. Typically this is an online shop, but it can also be other sales to consumers via a website or app.

  3. Do you provide consumers with banking services, electronic communications services, e-book sales, passenger transport (air, scheduled bus, rail, waterborne) or access to audiovisual media services?

These are further services covered by Czech Act No. 424/2023 Coll. (Section 2). For transport, this mainly concerns websites, mobile apps, e-tickets, travel information and terminals.

  4. Do you have fewer than 10 employees and an annual turnover or balance sheet total of no more than EUR 2 million?

Such a company is a microenterprise. The Act does not apply to services provided by a microenterprise. However, the exemption only covers services, not products.

  5. Do you manufacture, import or distribute hardware products covered by the Act – for example self-service terminals?

The list of products is set out in Section 2 of Act No. 424/2023 Coll. If you only use such products on your premises, answer “no”. The microenterprise exemption does not apply to products.

  6. Do you provide the service only under contracts concluded before 28 June 2025 that are not being changed?

Services under contracts concluded before the Act took effect can be provided unchanged until the contract ends, but no later than 28 June 2030. For an online shop taking new orders, the answer is usually “no”.

Who the accessibility Act applies to

The Act covers selected consumer services: e-commerce services (e-shops), banking and financial services, electronic communications services, access to audiovisual media services, e-books and selected transport services (websites, apps, e-tickets). It also covers selected products, such as self-service terminals.

Exemption: the Act does not apply to services provided by a microenterprise, i.e. a business with fewer than 10 employees and annual turnover or balance sheet total of up to EUR 2 million. The exemption applies to services, not products.

The Act does not name a specific technical standard; in practice the harmonised standard EN 301 549 is used, which incorporates WCAG 2.1 level AA. E-shops and financial services are supervised by the Czech Trade Inspection Authority (ČOI).

Frequently asked questions

When did the accessibility requirements start to apply?

Act No. 424/2023 Coll. has applied since 28 June 2025. Services under contracts concluded before that date may be provided unchanged until 28 June 2030 at the latest.

Does the Act cover B2B e-shops?

The Act targets consumer services. If you sell exclusively to businesses, the requirements most likely do not apply; once consumers also buy from you, accessibility should be addressed.

What is the penalty?

Offences under the Act can be fined up to CZK 10 million, depending on the type of offence. E-shops are supervised by the Czech Trade Inspection Authority.

Is the self-check result binding?

No, it is an orientation tool, not legal advice. We recommend verifying your specific situation, for example with the Czech Trade Inspection Authority.
